1. Legal moves? Yes. If you see your opponent make an illegal move you should tell him and he should correct it.

2. Spectator pointing out? No, at least not by default.

3. Discovered too late? Once opponent rolls, the illegal move stands.

The one exception might be if someone is transcribing the match on computer. The players (and TD) could agree that all illegal moves are to be fixed as soon as they are discovered (which they would be, because the match is being transcribed) and any intervening rolls would be rerolled.
