In our Chicago chou, if someone makes an illegal move and the other player rolls, and then the move is discovered, the roll does not count, the move is made legal, and the player re-rolls. If the other player rolls, moves, and picks up his dice, only then is it too late.
This is the rule I prefer.
Relative to proctors, what I would suggest that spectators NOT be allowed to point out illegal moves UNLESS both players ask the spectators to voice their opinion (when they can't agree or are not sure). I see no problem if the two players agree to appoint one of the spectators they both trust to be allowed to speak up if they see an illegal move, and I see no reason why the tournament director cannot appoint someone, if he wants to, to monitor a match (for any of a number of reasons) and to point out illegal moves.
As for touch-move, I have long been an advocate of something inbetween. If a checker is moved, it must be moved to the pointed edge of the pip if you think you might move it back. If you move it next to the other checkers, or against the outside rail, you cannot move the checker back. This will eliminate a lot of the confusion over which checker was moved. (I always do this myself and I request others I play with to do this and they generally go along and this stops the problems pretty well.)
