I'd keep the bar slotted with 23/16. You lose a lot on White's 4s but you've got 17 covers for the bar so I think you can offer a pretty efficient redouble after White's 25 misses. Not lifting gets you g'd more often but it gives you a few g's yourself and sometimes you get g'd after lifting as well. I think not lifting results in at least half as many extra wins as extra gammons lost which should make it correct ATS.

You could also try 23/17 9/8. The builder looks better on the 8 than the 9 to my eye but that only leaves 14 covers for the prime, so I'll stick with 23/16 and 17 covers.
