Originally I discarded (9,7) because I wanted to have a contiguous prime when blue was forced to hit loose on the 24 point with some of his 5's and 3's. I thought the residual value of the prime would outweigh the factors you mention but, after looking at how the the 20 incoming numbers play after a loose hit, there is little difference between the two plays. All rolls either double-hit or make a prime, except 6-2 for (9,7) and 5-2 and 6-2 for (7,7). I am not sure which play is better when hit loose, but I am sure that this feature of the position is not as important as I thought and carries much less weight than the factors you mention. I know expect the rollout to show (9,7) to be correct.
