I've always taken the position that when the die stops movement for long enough to not be a balk in baseball, it is cocked. Obviously if the opponent agrees, there is no issue. But if you say "cocked" and then it falls over before your opponent agrees, then what? I would make the case that as long as the opponent concedes the fact of the discernable stop, it is cocked at that moment - particularly because the first die's value was known and we should not have to guess whether anyone breathed heavy to make it tip over.
