Actually, the tournament rules do describe this exactly:

"Both dice must come to rest flat on the playing surface"

If a die comes to rest and it isn't flat, it is cocked. When it stops moving (comes to rest) it when you determine if it is flat. If it stops moving and is on its corner, it is cocked. There is no 'time limit' required.
