[Actually, the tournament rules do describe this exactly: "Both dice must come to rest flat on the playing surface"]

Excellent observation Gregg.

The "discernable stop" I spoke of is the means of recognizing that the die has "come to rest". But it is now crystal clear what the ruling must be.
