I think if the die on its corner is moving as slowly as the hour hand on my watch that we can consider it to have stopped. If both players agree that the die had discernibly stopped within the limits of their perception, then it does not matter whether in reality it had or it hadn't. Its cocked. Otherwise, how do we know that a die that appears to be flat and motionless on the playing surface is not still rotating once in 12 hours?
