This looks like a "slot when behind in the race" position. I'll play $ (b-20, 13-7). $ plans to attempt containment when it works and to anchor and hit later when it doesn't. (I'm thinking of Walter Trice's three generic plans, contain, hit and race.) Other than 62, white's outfield hits leave at least one outfield blot. White has nothing so far, so blue can play aggressively.
Playing U (Up, b-20, 24-18) leaves a number of double hits and POH jokers that are avoided by the slotting play. Containment is abandoned.
R (Run, b-14) leaves blue with little upside when the play works. R doesn't prepare to contain or hit.
