I'm not sure who is served better by Blue sitting on the 21-point with White on roll. Meanwhile 13/2 doesn't look very appetizing. 21/15 and stopping (combined with 13/8) seems to give White the option of hitting there or just skipping by (the latter which s/he is likely to do regardless, unless making the 4-point is a option of the dice).

A play I didn't notice for a while is 21/15, 6/1*. I can see this working well if White fans; not so great when White enters. (If there's a QF play here, I think that is it.)

21/10 was my first instinct. It gets off the hot seat of the 21-point, comes down to one checker back (unless hit), and forces White to give up the security of the pseudo anchor 18-point on all hits but 6-3 and 3-3. The alternatives I found don't pull me enough to go against that.

Summary: 21/10.
