Giving up the anchor looks like a very bad idea.

An alternative to the hitting plays is 8/2, 8/4. That seems to delay the inevitable -- leaving shots, and is otherwise unpalatable as we don't want more spares on the 2-point and the 8-point has landing-spot value.

I see two hitting plays: 13/9*/3 and 13/9*, 13/7. For the former I count 16 return shots (all 3's plus 1-1, 2-1, 5-1) and for the latter, also 16 shots (all odd-even combos except 6-5). Staying in the outfield leaves no double hits compared to four by slotting the 3-point. I think it's easier to clean up, also, but that looks like a lot of 2-ply analysis to actually count up all the possibilities.

13/9*, 13/7.
