Another bowl game weirdness

Let me try to be more clear.

PSU 1st and 10. QB is under pressure and throws the ball away, BUT no receiver close to the ball (maybe some other issues, too), so he's flagged for intentional grounding. Rule is that the ball is spotted where he was located when he threw it AND loss if down.

It's now supposed to be 2nd and ~16. In fact that is what the down marker shows (2nd down). They run the ball for a good gain (more than 10 yards, but not enough for the first down). On this play there is a holding penalty on PSU. So if they have everything right, LSU should be given the choice of accepting the penalty (10 yards from spot of foul since it was downfield) AND down remaining 2nd, OR declining the penalty and giving PSU a 3rd and short situation.

However, at this point the ref says that the down marker had never been incremented (he's thinking this because on most penalties the down marker isn't incremented but the intentional grounding rule is of course the exception) and that it was really supposed to be 3rd down before the run (and holding penalty). He then makes the decision that even though the down marker was showing 2nd down, it was really 3rd down, so now it's going to be either 4th and short (if LSU declines the holding penalty) or 3rd and long (if they accept the holding penalty).

To summarize, the down marker NEVER was in error but the ref thought it was so now he's making a split second decision that the game should proceed as if the down marker showed 3rd down instead of (the correct) 2nd down.

At this point he says they're going to the replay tape to figure things out, and when they do that he finds that the down marker was correct all along. So now it's LSU's decision of declining the penalty for 3rd and short or accepting the penalty for 2nd and long. I.e. they DID get things right after looking at the tape.
