I don't know the rule.
But I think the best resolution is to let the play stand WITH THE DOWN MARKER AS SHOWN when the down marker is incorrect and the ball is snapped. Sort of like a new diceroll wipes out any possibility of an illegal move correction. (Eventually that was the effective result, but only because they found out the down marker really was correct. They made it sound like if the down marker were actually wrong then the resolution would have been different.)
My contention was that IF my proposed resolution were not be allowed, then it would be better to rewind rather than doing an Orwellian rewriting of history.
So in the NBA game you reference, again, the players on the floor were playing according to the number shown on the shot clock. Maybe if ATL had called the timeout before taking a shot it could be corrected. But they tried to score, failed, saw CLE score, and THEN (apparently) asked for a rewind.
(And I like Mike Woodson, who is a graduate of a high school close to where I grew up. :)
