Terminology question: "Too good"

When people say "too good to double" in a match situation, which of the following do they mean?
1. The correct cube action is "No double/pass."
2. The MWC of "no double" is higher than the MWC of "double/pass."
The difference, in case it's not obvious, is that in case 2, taking might be correct. I've always assumed definition 1, but after reading an an article by Paul Lamford I'm not sure if everybody thinks the same way.
