Lets look at this by comparisons.

Lets say that we cover 8/4 and find 3 more 4's. The two choices are 24/20(2) 13/9 or 13/5x/1x. While I do like anchoring here, I cannot resist the attack when we put two men up vs a 2 pt board and have 10 checkers in the zone and our opp has little defense.

OK now as I prefer the double hit between the above, lets compare vs just making the 5 pt. If we are going to play 13/5x, what is better, 8/4 5/1x or covering 13/5? Covering 13/5 is good and strong and pure, but I do lean towards 8/4 5/1x again.

Blast away.. cover and double hit !
