For the actual case Matt's solution makes sense - assuming that both sides are serious - otherwise this game should be the last one anyway.

This problem happens also in every tournament were no clocks and 2 dice cups are used.

I wonder that this has not led to changed rules so far.

There are several possibilities to avoid the problem.

One is that the dice numbers are announced after the roll by the roller.

This is e.g. usual in Greece when tavli is played on the streets.
