I'm assuming that people take more time to consider any particular play (clock permitting) in direct relationship to how much money is at stake. Have you observed that assumption to be incorrect?

I think it depends on the person. It's definitely true for me. If there's not much money at stake I pretty much blitz off all the moves.

Bob's points are excellent. Perhaps you could think of it in terms of a relative percentage of time taken for certain plays, even if only some of the total time is used.
