For the real explanation let me invent wildly on how the position feels to me. Your opponent doesn't have a lot of timing before he is forced to break off the anchor. Leaving all your spares there will allow you more PoH numbers, more P&P numbers, and allow you to play safe longer in the hopes that your opponent will have to run both completely or break his board while he sticks around for the last ditch shot. It also gets two checkers off and leaves no immediate bad rolls which is nothing to scoff at. If you are hit later it's likely you'll have more guys off by peeling now rather than making the point. If you were to make the 4pt some of your upcoming numbers would force you into an awkward stripped position.

I think the key of this is my opponent's lack of timing and if you tossed the spare on his 6pt to around his 17pt that might swing me to making the 4pt to try and go the ungapped route since he won't be forced off the anchor any time soon.
