Pittsburgh Swiss format

The flyer for Pittsburgh says the Swiss tournament is 'elimination after 2 losses'. Does this mean that only people with one or zero losses can cash?

(I recall at Indy the people with 3 losses still played for consolation prizes; this seems to be more severe by two matches.)
