Why do we minimise epc ?

In general, when bearing off in a non-contact race, we make the checker move which minimises what Trice calls the effective pip count (epc), that is we minimise the average number of pips we will need to bear off all our checkers. (There are exceptions such as maximising winning doubles on the last roll but I'm not considering these exceptions.)

It seems obvious that minimising the number of pips we need on the average is the way to maximise the probability that we win the game. But can someone say why this is so ?
