Clock Rule 4.1

I think I'd like to start enforcing Rule 4.1 on my opponents. I see altogether too much early pickup of the dice -- before I hit my clock. The other (less common) violation of this is people fiddling with the dice when it's not their turn.

Any problems with this? How should I go about doing this to minimize hard feelings? Give a warning the first time, and then enforce it thereafter?
