Doubling Cube Quiz

I don't understand why -2 -3 is a double and not -2 -4. I would have thought ND/T for all scores listed. Red is a dog to hit and has a blot in home board; also not much G threat. To be sure, red is likely to get another shot if this one is missed, at least if the cube is dead. But if that makes it a double, why is it more so for -2 -3?

It's late so I could be missing something big here.
