The $10 side pool is for the wild and crazy gamblers in the club for whom it is ever so much more exciting to play for both the $5 entry prize pool and the $10 entry side pool. In club/weekly tournaments, the entire side pool typically goes to whoever has paid into the side pool and goes the farthest in the tournament. Alternatively the side pool prizes can be awarded in the same manner as the regular pool prizes, provided of course that one or more players who are in the side pool are still in the tournament to win them (if not, again, they go to whoever is in the side pool who goes the farthest in the tournament).
From the director's perspective, side pools are intended to make a tournament attractive to the players who'd rather just pay a small entry fee, and to those who like to pay a little or a lot more.
I remember one tournament in San Franciso when five players entered the side pool Four of them lost in the first round, so the fifth player won the side pool immediately. I'm sure they all got their money's worth.
