I'm not sure how much difference it makes that my rollout is done without Jacoby (my usual settings) while Neil's is with Jacoby.
I was curious enough about whether this was the cause of my anomalous result that I put my other rollout on hold and re-ran 21$-54. This was done for the same number of trials (10,384), using the same seed (2), but with Jacoby turned on this time. This result is nearly identical to my earlier rollout (without Jacoby), the difference between the plays coming in at 0.038 instead of 0.040.
This is reassuring, as I've always run my rollouts with Jacoby turned off, feeling this gives a truer assessment of what's really going on. (Yeah, I know, I know.)
