This is essentially, or at least very similar to, what Howard does in Las Vegas.

All players play in the first round, rebuys are allowed and all of those first round rebuys are played.

Then all winners begin play anew, with a redraw and with potential byes, in the second round.

Everyone who did not win a first round match, originally or by rebuy, then beginw consolation play anew, with a redraw and with potential byes. It is a progressive consolation so losers from the main bracket are constantly fed into the consolation bracket as well.
