This might be one of those plays where there's a subtle tradeoff between long-term safety and short-term safety. Not leaving an immediate shot, or creating immediate attacking numbers, is only part of the story. Part of the strategy of a holding game is to preserve your ability to hit when your opponent leaves a shot, and being able to hit back if you are forced to leave a shot. Being able to make the 2-point is valuable from this point of view.

That, at least, is one theory. To test it we need to come up with some variant positions that should yield a different tradeoff. I would start by trying a variety of different arrangements of the spares to see what it takes to change XG's verdict.
