Behind in the race, we have to hope for a shot. This is better achieved by hanging back on the 24-point than by stepping up with 24/21, which typically gives White the pleasant choice between attacking if it's profitable to do so and playing past us if it isn't.
We need to build our board quickly. 6/4 is clear. Sometimes it's right to double slot in these kinds of positions if a shot is not going to materialize on the next roll and if it produces a more flexible position that will lead to a strong board sooner. Here, though, 6/4 6/3 strips the 6 point and leaves the 8 point stacked so I think the mundane 8/5 6/4 is better.
