What should I do to stop this forum stripping new-lines, etc.?

That's b, r, space, slash. Then add a left angle bracket before (looks like a less-than-equals sign) and a right angle bracket after (looks like a greater-than-equals sign). Just type that six-character sequence at the beginning of the line; I find that no closing tag necessary.

Is there a table of formatting options available?

There are a lot of people on this site that know much more about HTML than I do. Stick, Tim and Ian come most immediately to mind because they've so often helped me. However, as I recall there is a table somewhere in this HTML introduction, among a host of other helpful lists and tips, and it may stick better if you learn some stuff on your own.
