I think that after 13/4* or 22/13 or 22/16 6/3 it would be a monstrous mistake to pass. I assume you're spooked by the four-prime, and in a couple of recent games I was similarly spooked and made a monstrous mistake by passing. A four-prime from the 5-point through the 8-point is strong but it typically does not warrant a pass unless there are some other major problems around. I don't think that having a few blots around without an anchor counts as major enough.

A four-prime from the 4-point through the 7-point is considerably stronger because it includes the three best points of the home board. For example this position is a drop, though I thought it was a clear take at the time.
