FAIR to me would be (IMHO):
Skip the Calcutta. I hear more hassle stories about it than a regular tournament without Calcutta.
Go back to "normal" format. "Normal" offers equal chances to all players and no advantage for the deeper pockets. Itīs a backgammon competition, not a "my wallet is bigger than yours contest". "Normal" also means a clear entry fee and a transparent prize-pool from the minute registration closes.
Avoid the ad libidum rebuys. Even if cheap, losers will feel being raped for losing and having to rebuy just to lose again and again and again and again....
