So I sit down to play a match and I set up the clock -- my unilateral right in Chicago where EITHER player's desire to play with a clock is sufficient justification for one being used. Then my (potentially awkwardly placed) opponent is further made uncomfortable by being 'corrected' for fast-grabbing.
In an ideal world, of course, none of this is relevant. If clocks were more widely in use (as I hope they continue to become) then the issue hopefully becomes moot. Reality is that in mid-2010 in the US, clocks are not a well enough known quantity, nor even a sufficiently accepted entity, that we can take any of these obvious rule infractions as known irregularities (among the players).
My current practice is to say nothing as long as it is clear that my opponent is not extracting an advantage. (And the reality this weekend was that none of the fast grabbers was using up his free-time-per-move allotment of 12s frequently, nor using up much reserve time in general.) So, I applied the cliche' "no harm, no foul".
One problem with this approach is that it allows bad habits to be formed, at a rather vulnerable/formative stage of a player's clock learning experience.
