USBGF Ratings and Stats: Mission and Policy

In my post regarding the ChicagoPoint poll, ( http://www.bgonline.org/forums/webbbs_config.pl?noframes;read=66991 ) I had stated that the USBGF would be publishing a policy document on Ratings and Stats. It took a bit longer than expected.
