There is something that people underestimate - the impact of having won it before. That increases the chances of winning. For teams like Brazil, Germany, Italy, having all won it multiple times, being is all that counts. For other teams, they may choke because it is the first time, or there might be a psychological letdown after winning one or two matches against strong opponents,, causing them to lose the next one. I am not sure how it works, maybe it also has to done with interactions within the team, but I know that somehow, not having won before is a factor working against a team.
Spain and the Netherlands ('74 and '78, boohoohoo) are probably the strongest teams never to have won it, and because of that factor, I rate them below Germany and Italy. Both Spain and the Netherlands may have better teams than Germany and Italy, but that does not matter at the end of the day.
