If three were a "ridiculously" low number of officials, one might imagine it would have been raised a long time ago. The calls the officials need to make are for the most either (a) fouls committed at/around the ball or (b) offsides/out of bounds. The referee handles (a) and the referee and the linesmen handle (b). The critical action on the field is nothing like, say, a pass play in American football, where someone needs to be simultaneously watching the quarterback and all the linesmen, and the various receivers and defenders who might be 20, 40 and 60 yards downfield.
