See, this is what's wrong with the problem: it's badly worded. I would venture to guess that a significant amount of the "anarchy" you describe was due not to a disagreement about what would happen in a certain situation, but rather to a disagreement about what situation was actually being described.
This conveyor has a control system that tracks the plane speed and tunes the speed of the conveyor to be exactly the same (but in the opposite direction).
Specifically, the problem should carefully describe what is meant by this phrase:
the plane speed
If the conveyor were moving fast enough to keep the aircraft in one place, then I would say that the aircraft's speed was zero. Wouldn't you? In that case, why is the conveyor moving?
