The simple maxim "prepare to clear the highest point" did not persuade a majority of voters. Why not?

I can tell you what I was thinking... two shots against a four point board did not seem to be worth it to me, vs. a smooth looking bearoff. I understand I'm wrong -- I'm just weighing the wrong thing in my mind, I guess.
