Peever Breaks Stick's No Double Rule at -3-6

To be fair to Stick, he has stated his rule does not apply to positions with very few gammons. But, who would want to be fair to Stick?
For reference:
Stick's Rule at -3 -6 (or more): NEVER double.
Peever's Rule at -6 (or more) -3: ALWAYS double.
