Chargers bonehead call's at the end of the game

Situation: Chargers trail by 7, a little over a minute left in game, 1st and goal at the Chiefs 4 yard line. Chiefs have all three timeouts remaining. Chargers have two timeouts remaining.

Calls: 1st down they throw an incomplete pass into the endzone; 2nd down they run for a loss of two yards; third down incomplete into the endzone; fourth down they throw incomplete again.

How can they not run on first down? Does this make any sense? If you run on first down you take time of the clock, if you don't score, and define your strategy for the next three downs. It is so much better to run on first down than on second.
