Zeus question for Chuck

How about this one:

Giants at the Bear's 35-yd line, 4th and 15, all timeout left, leading 3-0, with 8:00 minutes to go in the 2nd period.

What's best and by how much? Punting vs. kicking the field goal vs. going for it? Just assume average teams with average kickers.
