OT: Question about SCRABBLE brand crossword game

Recently, joe freedman noted, if I understood him correctly, that the "n" word is no longer in the OSPD but "jew" (as a verb) is still there.
The 2nd edition of the OSPD included offensive words, but because of complaints, the 3rd edition was bowdlerized. That is, someone went through and suppressed supposedly offensive words from it. However, the offensive words remained valid in competitive play. If you were a serious player you could obtain a list of the expurgated words as a separate publication. To the best of my knowledge, the "n" word is still permitted in SCRABBLE tournament play.
I'm not a serious SCRABBLE player, so I'm curious: who decided which words to cut between the 2nd and 3rd editions? Did "jew" not get removed, and if not, why not?
