I think that is the understanding over here as well, although it rarely comes up because Gypsies are just people you read about in books for the most part. If you said "Roma" to the typical American I don't think we'd have the slightest idea what you mean.
You also sometimes hear "gyp" used in the same offensive sense as "jew" as a verb. This is a good example of a word that is unquestionably offensive, even though people may not mean anything by it - I bet a lot of Americans don't even mentally connect "gyp," in spoken English, to gypsies in the first place.
