Legalize Internet Poker? But Nothing Else?

I hope that it is only poor reporting when they say this only applies to poker and that ALL other forms of on-line gambling would still be prohibited. I can see a distinction in betting on football, etc. but would hope other games of skill (like backgammon) would be grouped with poker in the proposed new bill.
