2-away/2-away question

Can someone explain to me why turning the cube is automatic at 2-away/2-away? I remember reading that this was obvious to anyone who understands game theory but it's not obvious to me. I understand the action but I don't quite "get it".

Why is this correct? Is there any situation where you wouldn't want to double ASAP at 2-away/2-away?
