"Gin" rule - is it needed?

The WBA rules (as well as the Norwegian, Danish, and probably many others) caters especially to "gin" situations, allowing a player to claim a win even when run out of time:
If the player whose time has run out is certain to win the match, no matter what is rolled in the remainder of the game, including an already rolled legal throw, the player is still declared the winner of the match.Is this needed, or even desirable? This rule had a purpose in clocked matches without move delay, to avoid ploys where the trailer could play on in a lost race in order to run down his opponents clock. This cannot happen with Bronstein time, and it is indeed difficult to even imagine anyone running out of time in a gin race. Thus, the rule seems at least unnecessary.
And if we - as we must - assume that the situation could occur, there are more trouble. For starters, the rule as written only states the condition "no matter what is rolled in the remainder of the game", not mentioning how it is played. Is it sufficient that A) the player can be certain to win with best play, or is it necessary that B) the player is certain to win with any play. I would think B) would be the natural, but it feels silly to say that blue is not gin in this position (White to roll):

Yet adopting A) seems even worse, for assuming that the best play would be found, seems quite a stretch. One example, where the gin play isn't completely obvious:

With white having 13 crossovers, Blue is gin if he plays 4/1 or 4/2 1/0. But it is still easy to miscount, and if you think that White could be off in 3 it would seem correct to guard against this by hitting 4/3*/1 which keeps even, gets the extra crossover and still is off in 3 after White enters. In fact, it is also possible to miss that the hit can leave a shot and thus only see a upside to the hitting play. Could easily be misplayed, so who can say that Blue is really gin in this position?
