Double hit?

My opponent opened 62 as 24/28, 24/22. I rolled 31 and couldn't decide between the usual making the 5-point and the double hit. Which is better?

More generally, I seem to be having trouble deciding when a double hit is correct outside of an obvious blitz situation. Are there any general guidelines? Here, for example, the double hit leaves a direct shot and a blot on the bar point - and there aren't a lot of builders for a strong blitz. The alternative makes the 5-point, which is a valuable asset - so if these plays are close, does the mean you should nearly always go for a double hit unless you have a big racing lead or the like?
