bear off cube - epc

I was trying to understand epc, but I've lost in it.

It says: Point-of-last-take for the trailer is when he is down a number of effective pips equal to the number of rolls to go minus three.

here epc for White is : 38.3
epc for Black is: 36.1
so 38-36=2, this is a 4 roll position? so it should be a pass? (4-3)

could somebody help to explain? or epc isn't good for any roll position cube action?
