slotting bars

I could not include the diagram. However the picture can be seen at

My thinking is "it is cheaper and more rewardng to wage war on enemy territory"
What makes the bot think opposite? I do not include the mini rollout numbers as it changed once its mind considerably. Perhaps XG and Giants could elaborate.
