I would play 23/21 to give myself direct 5's to escape. The alternative is to safety a blot with 9/7 or 10/8 but it seems to me that escaping is more urgent.

By the way, assuming I got this right, your comment about the second play being more than 0.100 behind is a big hint because I can't imagine 9/7 and 10/8 differing by 0.100.
