I saw a post from Phil Simborg several months ago that conjectured that the Open division was comprised of people whose PRs were 8.0 and lower. That equates to an elo of 1976 and higher according to this post from eXtremeGammon (XG): http://www.bgonline.org/forums/webbbs_config.pl?noframes;read=53409

My match record in the Open division is 4 wins and 9 losses, and my elo in April was 7.8 ... so that's consistent with Phil's conjecture ... I'd be at the low end of the Open division.

I don't know anything about the elo's/PR's for the Novice division, but the XG ratings chart in their post might also be right. If so, then an elo of 1663 (PR of 17.5) would be the cutoff.
