Given enough matches, could this phenomenon not be used to calculate exactly how much the current bots could be improved (win-rate wise), and what "true" PR they play when they report a zero?

Would the same induced error in evaluations not somehow screw up the way variance reduction works in rollouts? (I'm asking I haven't studied how VR works but I guess it have to estimate luck thus estimate position EQs to work).
